Jigsaw was formed in 1994 as a network of experienced, independent management consultants. We provide an enhanced service by combining our resources. Jigsaw’s strength is in its ability to offer exceptional value for money in providing a fully integrated personal consultancy service, without the overheads of a large organisation.

Jigsaw members run their own consulting businesses. The member presenting a proposal carries out the assignment, either individually or leading a team. A pool of selected associates is available to support members when required. This approach enables Jigsaw to provide a team of skilled consultants quickly with the appropriate expertise needed to undertake each project.

Jigsaw has been awarded an OGC Buying Solutions approved framework contract with the Home Office and Ministry of Justice covering Operational Research and Analytics support for offender management and sentencing. This can be used by other public sector organisations.
